Measure X is a countywide 20-year, ½ cent sales tax approved by Contra Costa County voters on November 3, 2020. The tax collection began on April 1, 2021, “to keep Contra Costa’s regional hospital open and staffed; fund community health centers, emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services.”

The Board of Supervisors established a Measure X Community Advisory Board to:

  • Oversee an annual assessment of community needs, focusing primarily on the priority areas identified in the Measure X Needs Assessment, including emergency response (fire/medical), health care, safety net services, preventative care, affordable housing, and support for early childhood, youth, families, and seniors;
  • Create a detailed priority list of the top service gaps based on the results from the Needs Assessment.
  • Use the Needs Assessment to make funding priority recommendations to the Board of Supervisors annually; and
  • Provide an Annual Report on the outcomes and impact of allocated funds.

Fall2021 – Spring22: The Board of Supervisors heard presentations regarding Measure X resources during Board meetings on October 12, November 16, December 14th, 2021, and February 22, 2022.  ULV members attended these Board of Supervisor Meetings and spoke at several of these Board Meetings in support of Contra Costa Cares – access to healthcare for people without documentation status in this country.

Results

The Board of Supervisors allocated 1.5 million dollars over a two-year period from Measure X funds to support the Contra Costa Cares access to care for those who do not qualify for MediCal, are low income and without documentation status.  This care to be provided through community clinics
